On December 18, the SASAC held a meeting of the heads of central enterprises to thoroughly study and implement the spirit of the 19th National Congress of the Communist Party of China, the previous plenary sessions of the 19th National Congress of the Communist Party of China and the Central Economic Work Conference, summarize the work of state-owned central enterprises in 2021, analyze the current situation, deploy the work tasks for 2022, and promote state-owned central enterprises to make greater contributions to stabilizing the macroeconomic market and maintaining the economic operation within a reasonable range.     We will promote high-quality development, give prominence to steady growth, fight to win the three-year reform of state-owned enterprises, strengthen enterprise scientific and technological innovation, optimize the distribution of state-owned capital, prevent and resolve major risks, give full play to the role of Party building as a guide and guarantee, comprehensively do a good job in the reform and development of state-owned central enterprises and the construction of the Party, and welcome the successful convening of the 20th National Congress of the Party with outstanding achievements.

We carried out education and study on the history of the Party at a high standard, and made new important progress and remarkable achievements in reform, development and Party building. The growth of the central enterprises' efficiency reached a record high level, and new steps were taken for high-quality development. From January to November, the total profit was 2.3 trillion yuan, and the net profit was 1.75 trillion yuan. The profit rate of operating income, the intensity of R&D investment, the annualized total labor productivity, and the asset liability ratio fully met the expected goals; Major scientific and technological innovation and major projects have yielded fruitful results; 70% of the scheduled tasks of the three-year action goal of state-owned enterprise reform were successfully completed; The construction of the Party's leadership has been effectively strengthened. It has bravely shouldered heavy burdens in major tasks, rushed ahead at critical moments, demonstrated new responsibilities in the centennial anniversary of the founding of the Party, and demonstrated new achievements in the opening year of the 14th Five Year Plan.

The meeting stressed that it is a major responsibility to do a good job in the work of state-owned central enterprises next year. In order to guide central enterprises to take the initiative and take an active role in keeping the word stable and making progress while maintaining stability, and better play the role of stabilizer and ballast of the national economy, the "two benefits and four rates" next year should strive to achieve "two increases, one control and three improvements". "two increases" means that the growth rate of total profits and net profits is higher than the growth rate of the national economy. "one control" means that the asset liability ratio is well controlled, The "three improvements" refer to the further improvement of operating income profit margin, overall labor productivity and R&D investment. To implement the work requirements, goals and tasks for next year, we should stick to putting stable growth and risk prevention in a more prominent position, adhere to the reform to stimulate the vitality of market players and activate the development momentum, adhere to strengthening the dominant position of enterprises in innovation, build national strategic scientific and technological strength, adhere to strengthening industry and promoting economic circulation and smooth industrial chain, adhere to the comprehensive leadership of the Party, and give full play to the political advantages of central enterprises.

The decisive battle is to win the three-year action of state-owned enterprise reform, focus on the key points and difficulties, grasp the key points, fully implement the requirements of central enterprises to strengthen the leadership of the Party in improving corporate governance, build a professional, responsible, standardized and efficient board of directors, promote the implementation of the three system reforms in enterprises at all levels, and ensure that all reform tasks are basically completed before the 20th National Congress of the Party and fully completed by the end of next year.
