On December 11, the Party Committee of SASAC held an enlarged meeting to earnestly convey and study the spirit of the Central Economic Work Conference, and study and implement measures in combination with the actual situation of state-owned assets and enterprises.   We will continue to deepen reform, adhere to innovation driven, be determined to become stronger and better, and become a large country with capital and state-owned enterprises. We will accelerate high-quality development, make greater contributions to stabilizing the macroeconomic market and maintaining social stability, and welcome the successful convening of the 20th National Congress of the Communist Party of China with outstanding achievements. Party members of SASAC attended the meeting.

The meeting held that the Central Economic Work Conference was an important meeting held by the Central Committee after the Sixth Plenary Session of the 19th CPC Central Committee.   Premier Li Keqiang's specific deployment of economic work for next year is focused, demanding and realistic.   Deeply understand the overall requirements and policy orientation for next year's economic work, and firmly grasp the strategic initiative to do a good job in economic work; Deeply understand the important judgments on major theoretical and practical issues related to China's long-term development, and further study and think about major issues from a global perspective; Deeply understand the major principles of strengthening the Party's leadership over economic work, earnestly improve political judgment, political understanding and political execution, and firmly implement the "two safeguards" into the actual actions of implementing the Party's line, principles and policies, into the actual actions of promoting high-quality development, into the actual actions of sharing the concerns of the Party, performing duties for the country, and contributing to the people, so as to do a solid job in the work of state-owned central enterprises.

The meeting stressed that we should comprehensively, accurately and completely grasp the new deployment and requirements of the CPC Central Committee on economic work, and earnestly implement them in light of the actual situation of state-owned enterprises. We should take the promotion of high-quality and stable growth of state-owned central enterprises as the primary goal, study and introduce policies and measures conducive to the stable growth of central enterprises, promote the quality and efficiency upgrading of enterprises, and make positive contributions to maintaining the economic operation within a reasonable range. We should fight a decisive battle to win the three-year action of state-owned enterprise reform, ensure that the main task of the three-year action of state-owned enterprise reform is completed before the 20th National Congress of the Communist Party of China, and further stimulate the vitality and endogenous power of enterprise development. It is necessary to build a "cradle" of original technology and a "chain length" of modern industrial chain, further strengthen the dominant position of enterprises in innovation, deepen the combination of industry, education and research, and play a greater role in building a national strategic scientific and technological force. We should speed up the optimization of the distribution and structural adjustment of state-owned capital, focus on the main responsibilities, focus on the transformation and upgrading of traditional industries, focus on the development and growth of strategic emerging industries, and constantly enhance the security, stability and reliability of the industrial chain supply chain. We should scientifically implement the requirements of carbon peak and carbon neutralization, actively make clean and efficient use of coal, and make every effort to ensure energy supply, so as to better ensure national energy security and meet the needs of the people. We should strengthen effective supervision over state-owned capital in accordance with the law, support and guide the orderly and healthy development of state-owned capital, safeguard and develop the common wealth of the people of the country, and provide a solid guarantee for achieving common prosperity. We should adhere to the principle of balanced development and security, strengthen the management of enterprise production, investment, debt and finance, and firmly hold the bottom line that no major risks will occur. We should adhere to the leadership of the Party and strengthen Party building, continue to consolidate and apply the results of Party history learning and education, deepen the implementation of the spirit of the National Party Construction Association for State owned Enterprises, improve the professional ability of party members and cadres at all levels in state-owned central enterprises to do economic work well, and ensure the high-quality development of state-owned central enterprises under the guidance of high-quality party building.

It was decided at the meeting that SASAC would convene a meeting of the heads of central enterprises and local SASACs in the near future to further implement the spirit of the central economic work conference, summarize the work of state-owned enterprises in 2021, and study and deploy the work tasks in 2022.

The Chief Accountant and Deputy Secretary General of SASAC, the Discipline Inspection and Supervision Team of SASAC, and the heads of departments, bureaus, and institutions directly under SASAC attended the meeting as nonvoting delegates.
