The General Office of the Ministry of Natural Resources issued a document to promote the reform of "multi measurement integration"

Recently, the General Office of the Ministry of Natural Resources issued and forwarded the Notice of Nanning Municipal People's Government on Printing and Distributing the Interim Measures for the Administration of "Integration of Multi measurement" of Construction Projects in Nanning for reference by all localities, and requested the competent departments of natural resources at all levels to further strengthen the organization and coordination, fulfill their responsibilities, promote the reform of "integration of multi measurement" of construction projects, effectively support the management of project approval, and effectively serve the high-quality development of economy and society.

It is reported that in order to implement the reform spirit of the CPC Central Committee and the State Council of deepening "decentralization, management and service", various localities actively explored and promoted the reform of "integration of multiple measurements" for construction projects, and achieved remarkable results. The Natural Resources Department of Shandong, Jiangsu, Guizhou and other provinces, together with the Housing and Urban Rural Development Department and other relevant departments, jointly issued documents to make unified arrangements for the optimization and integration of surveying and mapping matters, the promotion of fair and open markets, and the sharing and mutual recognition of achievements. Nanning Municipal People's Government printed and distributed the Interim Measures for the Management of "Integration of Multiple Surveys" for construction projects, defined the whole process of approval of construction projects covered by the reform, formed the technical regulations of "Integration of Multiple Surveys", implemented the responsibility system of registered surveyors, and established a quality and credit supervision system, which provided institutional guarantee for the promotion of work.

While transmitting the reform measures of Nanning, the Ministry of Natural Resources put forward four requirements for promoting the "integration of multi measurement" reform.

First, attach great importance to strengthening coordination. The competent departments of natural resources at all levels should further strengthen the organization and coordination, implement their work responsibilities, strengthen policy coordination, achieve the goal of measuring the same subject only once, implementing unified technical standards for the same surveying and mapping work, and submitting the same surveying and mapping results only once, so as to avoid repeated surveying and mapping.

Second, open the market and promote fairness. The competent departments of natural resources at all levels should strengthen the supervision of the surveying and mapping market, timely clear up and adjust the policy restrictions that are not conducive to the fair and open market, break the departmental monopoly and local protection of the surveying and mapping service market, and the surveying and mapping units with legal qualifications can participate in the market competition of surveying and mapping without obstacles, regardless of their property rights, departments and regions. No department may designate or designate in disguised form a specific unit to provide surveying and mapping services.

The third is "only one test", and the results are shared. The departments in charge of natural resources at all levels shall encourage the optimization and integration of surveying and mapping matters in accordance with the principle of measuring the same object only once; Establish a mechanism for sharing and mutual recognition of "multi survey integration" achievements, strengthen the unification of surveying and mapping technical standards, and promote the informatization management of "multi survey integration" projects; Promote the implementation of the national standard of the Rules for Real Estate Unit Setting and Code Preparation, and achieve "one code for land management". The real estate registration agency should strengthen the review of the real estate mapping results, and implement "only one measurement".

Fourth, strengthen supervision and accountability according to law. The quality of "multi measurement integration" results is directly related to the quality and safety of project construction and the vital interests of the people. The competent departments of natural resources at all levels should effectively strengthen supervision, fully implement the "double random, one open" supervision model, and accelerate the construction of the credit supervision system of the surveying and mapping industry. Surveying and mapping units shall be responsible for the quality of surveying and mapping results, and encourage the "multi survey integration" project to implement the system of signature and seal of registered surveyors and lifelong accountability. No unit may, for any reason, require a surveying and mapping unit to forge or tamper with surveying and mapping results. In case of any quality problem of surveying and mapping results, the responsibility shall be investigated strictly according to law.
