First, it standardized the outsourcing construction management of mine construction projects. In recent years, a number of accidents have exposed the problems of qualification attachment, leasing, lending and on-site management confusion of mine outsourcing construction teams. The revised Work Safety Law has made targeted requirements, regulations "Mining and metal smelting construction projects and construction projects and construction units used for the production, storage, loading and unloading of hazardous substances shall strengthen the safety management of construction projects. They shall not resell, lease, lend, attach themselves to or illegally transfer construction qualifications in other forms. They shall not subcontract all the construction projects they contracted to a third person, or divide all the construction projects they contracted into parts, and then subcontract them to a third person in the name of subcontracting The project shall not be subcontracted to units without corresponding qualifications. " Second, the requirements for hazardous operations such as hot work and temporary electricity use were strictly enforced. On the basis of the original blasting, hoisting and other operations, when hot work and temporary power use operations are added, special personnel shall be arranged for on-site safety management to ensure that the operating procedures are followed and the safety measures are implemented.

Song Yuanming, deputy director of the Emergency Management Department, said that the regulations on subcontracting and subcontracting of mine construction projects were caused by non coal mine accidents. Zhang Xin said that in the next step, he would speed up the revision of the Mine Safety Law, and at the same time, he would firmly grasp the top priority of coal mine safety production, and promote the merger of the Coal Mine Safety Supervision Regulations and the Special Provisions of the State Council on the Prevention of Safety Accidents in Coal Mine Production into the Coal Mine Safety Regulations, so as to effectively improve the management and control mechanism and legal system of major risks in mine safety from the source, We will continue to steadily improve the situation of safe production in mines across the country.

Zhang Xin introduced that the standardization of safety production is an important hand for coal mining enterprises to improve the level of safety production. After more than 50 years of development, the connotation of the standardization of coal mine safety production has been constantly enriched. From the original project quality management, it has developed into a multifaceted and all-round standardized management system of safety production, which has played an important role in consolidating the safety foundation and improving the safety assurance ability of coal mining enterprises.
